Xiangyang Changyuan Donggu Industrial Co., Ltd. Old Factory Area Soil Pollution Status Investigation Report

The old factory area (survey plot) of Changyuan Donggu Industrial Co., Ltd. in Xiangyang is located at No. 100, Diamond Avenue, Xiangzhou District, Xiangyang City, with a total area of 92852.4 m2. The production area is 51725.4 m2, and the reserved land area is 41127 m2 (used for greening before the relocation of the old factory area). The historical use of the survey plot is as follows:
The old factory area (investigated plot) of Xiangyang Changyuan Donggu Industrial Co., Ltd. is located at No. 100, Diamond Avenue, Xiangzhou District, Xiangyang City, with a total area of 92852.4m2, of which the production area is 51725.4m2 and the reserved land area is 41127m2 (used for greening before the old factory area moved). The historical use of the investigated plot is as follows:
(1) Xiangyang Changyuan Donggu Industrial Co., Ltd. was established on December 9, 2001, and acquired land at No. 100, Diamond Avenue, Xiangzhou District, Xiangyang City in 2004. The old factory area was vacant land before construction and was not contaminated. In December 2008, the company started construction of the "Technical Transformation Project for R&D Capability of Key Engine Parts Above 3L", which was put into operation in March 2010. The main products are metal products such as cylinder blocks, connecting rods, cylinder heads, bearing caps, and gear chambers. The production processes mainly include machining processes such as turning, milling, grinding, boring, and welding processes, and do not involve surface treatment and painting processes.
(2) In 2010, due to market demand, the company adjusted the products and output of the "Technical Transformation Project for R&D Capability of Key Engine Parts Above 3L" in the old factory area. Some products were discontinued, and new products were added. In addition, the production processes were updated, and the previous production lines were eliminated. There are mainly 25 engine parts production lines, with a total production capacity of approximately 2.5 million pieces (sets)/year. The main production processes include rough milling, drilling, rough grinding, intermediate cleaning, finish milling, finish grinding, final cleaning, and testing. The process is relatively simple and does not involve other surface treatment or painting steps.
(3) In October 2019, the old factory area of Xiangyang Changyuan Donggu Industrial Co., Ltd. moved to a new site. The original old factory area is currently being demolished, and the Xiangzhou District Government of Xiangyang City plans to reclaim the land use rights for subsequent development.
In December 2019, Wuhan Lianda Testing Technology Co., Ltd. was commissioned by Xiangyang Changyuan Donggu Industrial Co., Ltd. to conduct a preliminary soil pollution status investigation of the original old factory area located at No. 100, Diamond Avenue, Xiangzhou District, Xiangyang City. Based on the requirements of "Technical Guidelines for Soil Pollution Status Investigation of Construction Land" (HJ 25.1-2019) and "Soil Environmental Quality - Risk Control Standard for Soil Pollution of Construction Land (Trial)" (GB36600-2018), combined with previous investigations and on-site reconnaissance, this investigation set up a total of 8 soil monitoring points within the site and collected 12 soil samples. Monitoring factors included all items in Table 1 of "Soil Environmental Quality - Risk Control Standard for Soil Pollution of Construction Land (Trial)" (GB36600-2018) (VOCs, SVOCs, arsenic, cadmium, chromium (hexavalent), copper, lead, mercury, nickel).
According to the results of this soil monitoring: (1) The detection results of the 7 heavy metal elements (arsenic, cadmium, copper, lead, mercury, nickel, hexavalent chromium) tested in 12 soil samples did not exceed the screening values for Class I land use in "Soil Environmental Quality - Risk Control Standard for Soil Pollution of Construction Land (Trial)" (GB36600-2018). The detection results of the 39 VOCs and SVOCs tested in this survey also did not exceed the screening values for Class I land use in "Soil Environmental Quality - Risk Control Standard for Soil Pollution of Construction Land (Trial)" (GB36600-2018).
The results of this preliminary investigation into the soil pollution status of the old factory area of Xiangyang Changyuan Donggu Industrial Co., Ltd. show that all detection indicators of soil samples within the site did not exceed the screening values for Class I land use in "Soil Environmental Quality - Risk Control Standard for Soil Pollution of Construction Land (Trial)" (GB36600-2018). The site is not considered a contaminated plot and meets the soil environmental quality requirements for the planned land use, thus no detailed investigation and risk assessment work is required, and subsequent land development and construction can proceed.
